3-way link are good, but don't over do them because Google can detected them and punish your site.

links should be natural and should contain your search keywords - so best to take 5-7 keywords and mix the keyword and make some links with relevant keyword but not your main keyword.

What is the best way to approach other webmasters to do this.
Maybe a 3-way linking strategy is preferred where you link to one site,
